This Resolution requests the State Auditor to conduct a performance audit, which is an examination of how well a program or department is operating and achieving its goals, of the Hawaii Information Portal, a state payroll system modernization project initiated in 2016 and completed in 2019 to replace an outdated system. The audit will specifically assess the procedures used by the Department of Health and the Hawaii State Hospital in relation to this portal, especially given past reports of complications and substantiated complaints. The Auditor is required to submit a report of their findings, including an analysis of the portal, an assessment of the department and hospital procedures, and any recommendations for improvement or new legislation, to the Legislature by a specific date before the 2023 legislative session.
