This bill amends the Government Code to prevent the loss of benefits for certain retirees of the Teacher Retirement System of Texas (TRS) who resume service. Specifically, it allows TRS to withhold benefit payments from a retiree who is employed by a Texas public educational institution, but only after the system has provided the retiree with written warnings and an opportunity to pay back any earnings or benefit payments received during the ineligible employment period. The bill applies only to retiree employment occurring on or after the effective date of September 1, 2021, and directs TRS to adopt necessary rules to implement the changes.
