This bill allows certain counties with a population of 300,000 or less to restrict registered sex offenders from going within 1,000 feet of "child safety zones" located in school districts with 500 or fewer students and in the unincorporated areas of the county. The bill defines "child safety zone" to include places where children commonly gather, such as schools, daycares, and playgrounds. It provides an affirmative defense for sex offenders who have a legitimate purpose for being in these zones, such as transporting a child they are legally permitted to be with or going to work. The bill also exempts sex offenders who established residency near a child safety zone before the order was adopted.
