This bill: 1. Establishes a Council on LGBTQI Minnesotans to advise the governor and legislature on issues affecting the LGBTQI community, with members appointed by the governor and legislature. 2. Prohibits mental health professionals from engaging in "conversion therapy" (practices that seek to change a person's sexual orientation or gender identity) with minors or vulnerable adults, and defines conversion therapy through a working group. 3. Prohibits Medicaid coverage for conversion therapy services. 4. Prohibits the misrepresentation of conversion therapy services or products in trade or commerce. 5. Limits criminal defenses and authorization for the use of force based on the victim's actual or perceived sexual orientation or gender identity, and removes these factors as justifications for manslaughter. The bill aims to protect LGBTQI Minnesotans, particularly vulnerable populations, from conversion therapy practices and related discrimination.
