This Concurrent Resolution requests the Public Utilities Commission (PUC), in collaboration with the Division of Consumer Advocacy (a state agency that represents consumers in utility matters), to explore ways to reduce the high energy costs faced by low- and moderate-income households and to incorporate principles of energy equity and justice into its work. Specifically, the PUC is asked to investigate options such as income-based rate discounts, bill credits, direct payments, and expanded bill assistance programs, as well as measures to prevent service disconnections for vulnerable customers. The resolution also directs the PUC to examine the benefits and drawbacks of different rate designs and community agreements related to energy projects, considering how to provide additional benefits to communities that host these projects and address environmental justice concerns. The PUC is required to initiate proceedings to conduct this examination, consult with the Division of Consumer Advocacy, and report its findings and recommendations, including any proposed legislation, to the Legislature by early 2023.
