This Resolution requests the Public Utilities Commission (PUC), working with the Division of Consumer Advocacy (DCA), to explore ways to reduce the high energy costs faced by low- and moderate-income households and to incorporate principles of energy equity and justice into all of the PUC's work. Specifically, the PUC is asked to investigate options such as income-based rate discounts, bill credits, and direct payments, as well as expanding utility bill assistance programs and ensuring adequate payment plans are available for those experiencing financial hardship. The resolution also calls for measures to protect vulnerable customers from having their electricity shut off, and for an examination of rate design, program offerings, and community benefit agreements to address energy burdens, energy insecurity, and environmental justice concerns, particularly for communities hosting energy projects. The PUC is directed to initiate proceedings to conduct this examination, consult with the DCA, and report its findings and recommendations, including any proposed legislation, to the Legislature by early 2023.
