To address these issues, the DHHL is encouraged to consider options such as offering flexible, long-term leases for temporary housing, replicating successful village-style living models, allowing temporary off-grid structures for those on the waitlist, and potentially covering land taxes for beneficiaries who have waited five years or more and purchase a home outside of the homestead program.
