This Resolution requests the Department of Human Services and the Legislative Reference Bureau to study the practicality of creating a program that would provide a basic income to adults who are confirmed victims of sex trafficking or who identify as female or as part of the sexual and gender minority community and are trying to leave the sex trade. The study should consider providing qualified individuals with $2,000 per month for up to a year, and this income should be exempt from state income taxes and, where possible under federal law, not count towards eligibility for other public assistance programs. The findings and any proposed legislation are to be reported to the Legislature by early 2023.
