This Concurrent Resolution requests the Department of Human Services and the Legislative Reference Bureau to study the possibility of creating a program that provides a basic income, specifically $2,000 per month for up to a year, to adults who are confirmed victims of sex trafficking or who identify as female or as part of the sexual and gender minority community and are trying to leave the sex trade. The study will also consider whether this basic income should be exempt from state income taxes and, where possible under federal law, not count towards eligibility for other public assistance programs. The resolution aims to address the challenges faced by individuals seeking to exit the sex trade, particularly those from marginalized groups, by exploring a compassionate, economically supportive alternative to criminalization. The findings and any proposed legislation are to be submitted to the Legislature by early 2023.
