This Concurrent Resolution requests the Department of Human Services to establish a one-year pilot program to provide a basic income to qualified adults who are verified victims of sex trafficking or who are female or sexual and gender minority individuals seeking to exit the sex trade. The program aims to support individuals in leaving exploitative situations by offering a monthly income of $2,000 for up to one year, with a target of 250 participants who must be Hawaii residents aged 18 or older and demonstrate their status through documentation from a supporting organization. Importantly, participants will not be required to seek employment or further education to be eligible, and their personal information will be kept confidential. The resolution also specifies that the basic income should be exempt from state income taxes and, where possible, from consideration for other public assistance programs. The Department is further requested to terminate the program after one year and submit a report of its findings and recommendations to the Legislature by early 2024.
