This bill, the Flood Level Observation, Operations, and Decision Support Act (FLOODS Act), aims to establish a National Integrated Flood Information System within the National Oceanic and Atmospheric Administration (NOAA) to improve flood monitoring, forecasting, and communication. The bill directs NOAA to enhance partnerships, observations, and modeling for total water prediction, designate service coordination hydrologists at River Forecast Centers, improve communication of flood risks and hazards, monitor freshwater along the coast, and support research and development related to weather, water, and flooding. The bill also establishes an Interagency Committee on Water Management and Infrastructure and creates a National Weather Service hydrologic research fellowship program.
