This bill proposes to amend the New York State Constitution to establish a fundamental right of the people to have access to public information and to be provided notice of and attend public meetings. Specifically, the bill would add a new section 19 to Article 1 of the state constitution, stating that the right to public information is a necessary and vital part of democracy and public deliberation, and that the right of the people to inspect and/or copy government records and to attend public meetings shall not be unreasonably restricted. The proposed amendment would need to be referred to the first regular legislative session convening after the next general election of members of the assembly, and published for three months prior to the election, before it can be considered for final adoption.
