This bill increases the penalties for obstructing traffic access to a trunk highway or airport, and amends the crime of obstructing transit. Specifically, it makes it a gross misdemeanor to interfere with or obstruct traffic entering, exiting, or on a freeway or public roadway within the boundaries of an airport property with the intent to disrupt traffic. It also increases the maximum sentence for unlawful interference with a transit vehicle from 90 days to 1 year in prison and the maximum fine from $1,000 to $3,000. The bill clarifies that acts that distract the driver, restrict passenger access, or endanger passengers on a transit vehicle are violations if the person has been warned to stop. These changes are effective August 1, 2021, and apply to crimes committed on or after that date.
