This bill expands eligibility for Medicaid in Texas to include all persons who apply for assistance and for whom federal matching funds are available under the Patient Protection and Affordable Care Act (ACA). The bill requires the Texas Health and Human Services Commission to provide medical assistance to these individuals and to adopt rules for implementation. The expanded eligibility applies to initial determinations and recertifications made on or after the date the bill is implemented, regardless of the original application date. The bill also requires the Commission to take necessary actions to expand eligibility, including notifying federal agencies, as soon as possible after the bill's effective date of September 1, 2021.
