This Concurrent Resolution requests the State Auditor to conduct a comprehensive review of how state and federal agencies inspect shipping containers arriving at Hawaii's harbors to prevent the illegal importation of fireworks. This action is prompted by ongoing issues with illegal fireworks, which have caused injuries and damage, despite existing bans. The audit will examine current inspection procedures, identify any weaknesses, assess the implementation of past recommendations from an Illegal Fireworks Task Force and a Legislative Reference Bureau update, and propose changes, including potential new laws, to better stop illegal fireworks from entering the state. The Auditor is required to submit their findings and recommendations to the Legislature before the 2023 legislative session begins.
