This bill seeks to make certain not-for-profit corporations subject to the Freedom of Information Law (FOIL) and the Open Meetings Law. Specifically, the bill applies to not-for-profit corporations with 25 or more full-time equivalent employees that receive $1 million or more in government funding or 75% of their gross revenue from government funding, and are licensed by the Office of People with Developmental Disabilities, Office of Mental Health, or Department of Health as approved service providers. However, the bill exempts patient records protected under the Health Insurance Portability and Accountability Act (HIPAA) and any records identified by the New York State Police as requiring non-disclosure for security purposes.
