This Resolution requests the Ka Huli Ao Center for Excellence in Native Hawaiian Law to establish a working group, referred to as the Crown Lands Working Group, to facilitate the return of Crown Lands to Native Hawaiians. The resolution acknowledges the historical context of the overthrow of the Hawaiian Kingdom in 1893, the subsequent annexation of Hawaii by the United States in 1898, and the transfer of Crown and Government Lands, which were originally intended to support the Hawaiian people, to the United States without their consent or compensation. The working group is tasked with identifying specific Crown Land parcels to prioritize for return, determining which entity should receive and manage these lands in perpetuity, and will be comprised of representatives from various Native Hawaiian organizations and government commissions. The group is also required to select a chairperson and submit a report of its findings and recommendations, including any proposed legislation, to the Legislature by a specified date.
