This Concurrent Resolution requests the Director of Transportation to establish a task force to study and report on successful methods for making transportation and public infrastructure more environmentally friendly, or "green," in places outside of Hawaii. This initiative is prompted by concerns about climate change, the need for sustainable design concepts in infrastructure to combat its effects like rising temperatures and water scarcity, and existing state laws that require the Department of Transportation to reduce carbon emissions, incorporate more trees and foliage to cool urban areas, and beautify public infrastructure. The task force will be composed of legislative members, state department heads, and other invited experts, and it is tasked with surveying successful green infrastructure projects elsewhere and analyzing how Hawaii can implement similar strategies for its own infrastructure, with a report due to the Legislature before the 2023 session.
