This Resolution requests the Director of Transportation to establish a task force to study and report on successful "green transportation and public infrastructure" initiatives in other locations. Green infrastructure refers to using natural elements like trees and vegetation in public projects to combat climate change by reducing heat, improving air quality, and managing water. The task force will be composed of legislative members, state department heads (including Transportation, Land and Natural Resources, and Planning and Sustainable Development), the Comptroller, and other invited experts. Their mandate is to research how other places have implemented these green strategies and to analyze the steps Hawaii would need to take to adopt similar practices for its existing and future transportation and public works. The task force is required to submit its findings and any legislative proposals to the Legislature by a specific date before the 2023 legislative session.
