This Concurrent Resolution requests the Hawaii State Energy Office to assemble a working group to investigate the challenges and obstacles preventing the installation of electric vehicle (EV) charging systems in multi-unit dwellings, such as apartment buildings and condominiums. The group will examine issues like high costs, insufficient electrical capacity, and management of shared charging systems, and then propose solutions. These solutions could include changes to state laws and regulations, or other guidance, to make it easier and clearer for residents of multi-unit dwellings to install and use EV charging. The working group will consist of representatives from various state agencies, utility companies, community associations, the EV industry, and non-profit organizations, and is tasked with submitting a report with its findings and recommendations to the State Legislature by early 2023.
