This Resolution requests the Hawaii State Energy Office to establish a working group to address the challenges of installing electric vehicle (EV) charging systems in multi-unit dwellings, such as apartment buildings and condominiums. The group will investigate the obstacles preventing these installations, including high costs, insufficient electrical capacity, and difficulties with maintenance and management, especially when charging systems are shared. It will also explore how changes to state laws, regulations, and other official guidance could simplify and encourage these installations, potentially by providing clearer guidelines for associations (groups of owners in multi-unit dwellings) that often lack the expertise to manage such projects. The working group will consider various technical solutions, cost recovery methods, and alternatives to retrofitting, and its members will include representatives from government agencies, utility companies, community associations, and the EV industry.
