The study will examine the criteria used to identify potential sister city partners, the activities conducted within these partnerships, the economic and educational outcomes, the information made publicly available, the safeguards for freedom of expression, and the oversight practices to mitigate the risks of foreign espionage and economic coercion. The findings, conclusions, and recommendations of the study will be reported to the appropriate congressional committees, which may include a classified annex if necessary.
