The resolution acknowledges the East Loch's potential as a recreational asset and aims to benefit Hawaii residents by allowing for public enjoyment of boating and other watercraft activities. Additionally, it asks the DOBOR and the City and County of Honolulu's Department of Parks and Recreation to investigate the practicality of building small facilities for these activities near Neil Blaisdell Park or Aiea Bay State Recreation Area, or both.
