This Resolution formally requests the State Auditor to conduct an audit of how the Department of Health and the Department of Public Safety have implemented the Hawaii Information Portal (HIP). The HIP is a website introduced to provide state employees with electronic access to their payroll records and W-2 forms, as part of a broader initiative to modernize outdated government systems and move away from paper-based processes, which began with transitioning the state's payroll system from manual collection to an electronic one. The audit is being requested because some employees, particularly those within the Department of Health and Department of Public Safety, have reported issues with incorrect calculations of their payroll and leave time through the HIP, and an audit is seen as a way to address these problems. The Auditor is also asked to submit a report of their findings and any legislative recommendations to the Legislature before the start of the 2023 legislative session.
