This Resolution formally requests the Auditor, an independent government official responsible for examining government operations, to conduct an audit of how the Department of Health and the Department of Public Safety have implemented the Hawaii Information Portal (HIP). The HIP is a website established to provide state employees with electronic access to their payroll records, pay statements, and W-2 forms, as part of a broader effort to modernize state government systems from paper-based to paperless operations. This audit is being requested because, despite the successful transition to the electronic payroll system, some employees, particularly those within the Department of Health and Department of Public Safety, have reported inaccuracies in their payroll and leave time calculations, and an audit is seen as a way to address these issues. The Auditor is also required to submit a report of their findings and any recommendations for new laws to the Legislature before the start of the 2023 legislative session.
