This Resolution requests the Department of Land and Natural Resources' Division of Boating and Ocean Recreation, working with the Kaneohe Bay Regional Council, to study commercial activities in Kaneohe Bay. The primary goal is to determine the extent of commercial operations that are not properly permitted or are otherwise violating the Kaneohe Bay Master Plan, which was established to manage the bay's resources sustainably while allowing for various uses and limiting commercial activity through a compromise. The study will also examine difficulties in enforcing rules against illegal commercial operations and suggest ways to improve adherence to the Master Plan. Finally, the Legislative Reference Bureau is asked to report the findings and any proposed legislation to the Legislature by a specific date.
