This Concurrent Resolution requests the Department of Land and Natural Resources' Division of Boating and Ocean Recreation, working with the Kaneohe Bay Regional Council, to study commercial activities in Kaneohe Bay and create a plan to decrease unpermitted commercial operations that are not following the Kaneohe Bay Master Plan, which is a framework established in 1990 to manage the bay's resources sustainably while allowing various uses. The resolution also asks for the study and plan to look into difficulties in enforcing rules against illegal commercial activity and suggest ways to improve adherence to the Master Plan, with the department required to submit the plan and a report of its findings and recommendations, including any proposed new laws, to the Legislature by early 2023.
