This bill, the Storing CO2 And Lowering Emissions (SCALE) Act, aims to establish programs for carbon dioxide capture, transport, utilization, and storage. The key provisions include: 1. Establishing a carbon utilization program to develop standards and provide grants to state and local governments, public utilities, and agencies to procure commercial or industrial products that use or are derived from anthropogenic carbon oxides and demonstrate significant net reductions in lifecycle greenhouse gas emissions. 2. Expanding the carbon storage validation and testing program to include a large-scale carbon storage commercialization program to provide funding for the development of new or expanded commercial large-scale carbon sequestration projects and associated carbon dioxide transport infrastructure. 4. Authorizing appropriations to support the permitting of Class VI wells by the Environmental Protection Agency for the injection of carbon dioxide for geologic sequestration, as well as grants to states to establish and operate state underground injection control programs for these wells.
