This bill establishes the School Carbon Monoxide Safety Trust Fund, which will provide grants to public school districts for the installation of carbon monoxide (CO) detection systems in school buildings that contain fossil-fuel burning equipment or have enclosed parking. The bill requires the state board of building regulations to adopt the 2015 International Building Code requirement to install CO detection systems in all new or substantially rehabilitated school buildings. It also allows the temporary use of battery-operated CO alarms and transfers $7.5 million from the General Fund to the Trust Fund by January 1, 2023. The Department of Elementary and Secondary Education, in consultation with the Department of Fire Safety and the Massachusetts School Building Authority, must develop best practices for the placement and installation of CO detection systems in public school buildings by January 1, 2023.
