This bill prohibits robocalls to all mobile telephone devices in Massachusetts, with some exceptions for certain types of messages such as those from school districts, correctional facilities, municipalities, public utilities, and healthcare providers. Consumers can file complaints with the Office of Consumer Affairs and Business Regulation or the Attorney General's Office, who can investigate and seek injunctive relief against entities engaged in illegal robocalls. Violations of the law can result in fines of at least $10,000 per violation, or $15,000 per violation for consumers aged 65 or older. The Office of Consumer Affairs and Business Regulation is required to report annually on the number and nature of robocall complaints, investigations, and other data to provide insight and preventative measures to address the issue in the state.
