This bill amends the Public Health Law to: 1. Extend the annual distributions from the general hospital indigent care pool for Medicaid Disproportionate Share Hospital (DSH) payments to major public general hospitals and other eligible general hospitals through calendar year 2021 and each year thereafter, with an increased aggregate reduction of $275 million annually for eligible general hospitals other than major public general hospitals and enhanced safety net hospitals. 2. Require the Commissioner of Health to make adjustments to Medicaid rates to support enhanced safety net hospitals and qualified safety net hospitals, providing additional funding of $34.125 million for enhanced safety net hospitals that are major public general hospitals, $228.375 million for qualified safety net hospitals and other enhanced safety net hospitals (with at least $12.5 million allocated to enhanced safety net hospitals that are federally designated as critical access or sole community hospitals), and $12.5 million for certain eligible hospitals. 3. Authorize additional payments of $200 million annually for inpatient hospital services provided by certain public general hospitals located in a city with a population over 1 million, and $100 million annually for certain other public general hospitals.
