This bill establishes a prepaid wireless E911 surcharge, which is a fee charged to consumers at the point of sale for prepaid wireless services. The seller of the prepaid wireless service is required to collect the surcharge from the consumer and remit it to the Department of Revenue. The Department of Revenue is tasked with promulgating regulations within 60 days of the effective date of the act for the reporting and remittance of the collected surcharge amounts, as well as enforcement of these obligations. The amount of the prepaid wireless E911 charge collected from the consumer is not included in the base for measuring any other tax, fee, or surcharge imposed by the Commonwealth or any intergovernmental agency.
