This bill aims to increase transparency and ensure efficiency in Massachusetts hospitals. It requires the Center for Health Information and Analysis (CHIA) to hold public hearings for any hospital that reports an operating margin exceeding 5% in a fiscal year. The hospital must then provide testimony on its overall financial condition, efforts to contain costs and improve quality, and plans to dedicate funds to reducing healthcare costs. The bill also directs CHIA to examine hospital efficiency by publishing margins for commercial, Medicare, and Medicaid lines of business, and to report on the case-mix and relationship to commercial reimbursements. Additionally, it requires CHIA to establish a uniform methodology for hospitals to report their costs and cost trends, in consultation with various stakeholders.
