This bill aims to improve consumer choice in health care providers. It amends existing law to require Accountable Care Organizations (ACOs) to ensure consideration and participation by a sufficient number of providers to maximize value to patients by minimizing price and health status-adjusted total medical expenses and maximizing quality and access. The bill also requires the Health Policy Commission to review the standards published by each certified ACO annually and issue a report on its findings, including any recommendations. Additionally, the bill directs the Commission to biennially amend the minimum standards for ACO participant and out-of-ACO arrangement approval and structuring processes.
