This bill establishes a MassHealth buy-in program that would allow individuals or employers to purchase an optional expanded Medicaid plan. The office of Medicaid would set the eligibility and cost-sharing standards for the optional plan, which may differ from the standard MassHealth plan, but must maintain the benefits and cost-sharing for those who meet the regular MassHealth eligibility requirements. The office can set premiums and cost-sharing for the optional plan to cover the costs of the program, and any additional revenue generated could be used to increase provider payment rates or support the overall MassHealth program. The bill also allows the office to seek federal authorization to apply subsidies, such as tax credits and cost-sharing reductions, to the optional plan. The office is required to submit a detailed implementation plan for the optional expanded plan by July 1, 2022.
