This bill proposes to allow municipalities to count manufactured housing units in manufactured housing communities as low or moderate income housing units when determining if they have exceeded the 10% requirement for such housing. Specifically, the bill states that each qualifying manufactured housing unit must have a fair cash value of no more than $100,000, be free of health code violations, and be affordable to a single-person household with an income of no more than 80% of the area median income, with the total cost of rent, financing, and utilities not exceeding 30% of that income. Additionally, the median income for the census tract where the manufactured housing community is located must be less than 80% of the area median income.
