This bill aims to prevent and respond to bullying of elderly and disabled residents in covered residential communities. It defines "bullying" broadly to include repeated verbal, written, or physical acts that cause harm, create a hostile environment, or disrupt the community. The bill requires owners/managers of these communities to develop and implement a bullying prevention and intervention plan in consultation with residents, staff, and other stakeholders. The plan must include procedures for reporting, investigating, and responding to bullying incidents, as well as provide for employee training, resident education, and mechanisms to protect victims from retaliation. The state's Attorney General's Office is tasked with developing a model plan and resources for the communities.
