This bill aims to promote fairness and transparency in large-scale clean energy procurements in Massachusetts. The key provisions include: 1) Prohibiting distribution companies from participating in the bid evaluation and selection process if an affiliated company submits a response to a request for proposals, to ensure impartiality. 2) Expanding the definition of "Firm Service Hydroelectric Generation" to include hydroelectric run-of-the-river generation units managed in a portfolio that creates firm service, provided they commenced commercial operation after January 1, 2016 or represent a net increase from incremental new generating capacity at an existing facility after that date. 3) Requiring that any clean energy generation from units not located within the ISO-NE control area and not accounted for within the NEPOOL GIS (New England Power Pool Generation Information System) must be tracked using an appropriate system compatible with and equivalent to NEPOOL GIS. The Department of Energy Resources (DOER) and the Department of Public Utilities (DPU) are directed to revise relevant regulations to comply with these changes.
