This bill allows minors aged 12 or 13 to be employed as youth soccer referees for recreational, non-competitive matches involving younger age groups, provided that the employer obtains written consent from the minor's parent or guardian, provides the parent/guardian with written policies describing the referee's responsibilities, offers the minor training before employment begins, and has an adult representative present during the matches.
