This bill establishes funds to provide for increases in English language learners (ELLs) in school districts. Specifically, the bill states that any school district that has experienced at least a 20-student increase over the prior fiscal year in the number of ELL students will receive additional cost reimbursement from the Commonwealth. This reimbursement will be equal to the difference between the number of ELL students on October 1 of the prior fiscal year and the current fiscal year, and will be in an amount for each such student equal to the amount of reimbursement provided for in Chapter 70 for an ELL student. The school district will receive an advance allotment payment from the Commonwealth, which will be kept in a separate fund by the state treasurer and disbursed to the school district at the direction of the commissioner of the board of education. This reimbursement is in addition to any other reimbursement or grant pursuant to Title III of Public Law 107-110.
