This bill establishes municipal access to utility poles located in municipal rights-of-way. It defines "make-ready work" as the rearrangement or transfer of existing facilities required to make space available for an additional attachment to a shared-use pole. It also defines "unserved or underserved area" as an area determined by the Massachusetts Broadband Institute to have insufficient access to broadband service. The bill requires the owner and each entity attached to a shared-use pole to cover their own expenses for make-ready work to accommodate a municipality's attachment of facilities for governmental purposes or to provide broadband service to unserved or underserved areas.
