This bill amends existing laws to provide the following key provisions: 1. It makes the home address, personal email, and home/mobile phone number of public employees and their family members confidential information that can only be disclosed to certain entities like public employee unions, retired public employee organizations, and criminal justice agencies. 2. It allows public employee unions to require non-members to pay for the reasonable costs and fees, including arbitration fees and related attorney fees, for grievances or arbitration brought at the non-member's request. 3. It limits the duty of fair representation for public employee unions to the negotiation and enforcement of the terms of agreements with the public employer. 4. It grants public employee unions the right to access and meet with members of the bargaining unit, including during work hours and at new employee orientations, as well as the right to use the employer's email system and facilities for union-related activities. 5. It amends the law on payroll deductions for union dues or fees, making such deductions irrevocable for up to one year and setting a 60-day notice period for revocation if the authorization does not specify the terms.
