This bill, the Making Access To Cleanup Happen Act of 2021 (or the MATCH Act of 2021), amends the Agricultural Credit Act of 1978 to allow state, local, and tribal governments (referred to as "sponsors") to incur certain pre-agreement costs for emergency watershed protection measures before entering into an agreement with the Secretary of Agriculture. The bill requires the Secretary to identify a list of eligible emergency watershed protection measures and develop a procedure for sponsors to request additional measures for a specified natural disaster. If the Secretary and the sponsor then enter into an agreement, the Secretary must consider the sponsor's pre-agreement costs as part of the sponsor's contribution towards the project costs. However, the bill clarifies that the Secretary is not required to enter into an agreement, and sponsors undertake any pre-agreement measures at their own risk.
