This bill, the Making Access To Cleanup Happen Act of 2021 (MATCH Act of 2021), amends the Agricultural Credit Act of 1978 to allow state and local governments, as well as Native American tribes, to incur certain pre-agreement costs for emergency watershed protection measures before entering into an agreement with the Secretary of Agriculture. The Secretary must identify a list of eligible emergency watershed protection measures and develop a procedure for sponsors to request additional measures for a specific natural disaster. If the Secretary and a sponsor enter into an agreement, the pre-agreement costs incurred by the sponsor can be counted towards their contribution to the project, though the sponsor assumes the risk of incurring those costs. The bill does not require the Secretary to enter into an agreement with a sponsor.
