This Resolution urges the Department of Health (DOH) to prioritize testing and research for fecal indicator bacteria (FIB), which are indicators of fecal contamination, and other pollutants in the beach sand at Pokai Bay, a popular recreational area on Oahu's Leeward Coast known for its calm waters but also affected by various pollution sources including runoff and potential contamination from homeless encampments and restroom facilities. The DOH is also encouraged to develop a plan to improve water circulation at Pokai Bay and report its findings and proposals to the Legislature. Furthermore, based on the DOH's findings regarding FIB in the sand, the City and County of Honolulu Department of Parks and Recreation is requested to prioritize renovations of the restroom facilities at Pokai Bay to address potential sources of contamination.
