This bill: Establishes a Community Access Enterprise to support the widespread adoption of electric vehicles, including by providing grants, rebates, and other financing options to fund the construction of electric vehicle charging infrastructure and incentivize the acquisition and use of electric vehicles, especially in disproportionately impacted communities. The enterprise is funded through a community access retail delivery fee on each retail delivery. Creates a Clean Fleet Enterprise to incentivize and support the use of electric and compressed natural gas vehicles by businesses and government entities that own or operate motor vehicle fleets, including fleets used for transportation network company rides and retail deliveries. The enterprise is funded through a clean fleet per ride fee and a clean fleet retail delivery fee. Establishes a Clean Transit Enterprise to reduce and mitigate the adverse environmental and health impacts of air pollution and greenhouse gas emissions produced by motor vehicles used to make retail deliveries by supporting the replacement of existing gasoline and diesel transit vehicles with electric vehicles, providing associated charging infrastructure, and funding planning studies. The enterprise is funded through a clean transit retail delivery fee. Creates a Nonattainment Area Air Pollution Mitigation Enterprise to mitigate the environmental and health impacts of increased air pollution from motor vehicle emissions in nonattainment areas that results from the growth in retail deliveries and transportation network company rides. The enterprise is funded through an air pollution mitigation per ride fee and an air pollution mitigation retail delivery fee. Imposes new road usage fees on the sale and use of gasoline and special fuel, indexed to inflation, and a bridge and tunnel impact fee, to provide additional sustainable funding for highway infrastructure. Requires the Department of Transportation and metropolitan planning organizations to take additional steps in the planning process for regionally significant transportation capacity projects to account for the projects' impacts on statewide greenhouse gas pollution and vehicle miles traveled.
