This bill establishes the crime of "aggravated harassment by means of electronic or digital communication," which occurs when someone creates, distributes, publishes, or broadcasts material that contains a digitally manipulated image (known as a "deep fake") of another person. It also provides a private right of action for the unlawful dissemination or publication of deep fakes that depict pornographic or graphic violence. The bill amends existing state laws to address the growing issue of malicious use of digital technology to harass, annoy, threaten, or alarm individuals.
