This bill amends the Pennsylvania Election Code to change the timeline for when county boards of elections can begin pre-canvassing (i.e. processing and reviewing) official absentee and mail-in ballots. Specifically, it moves the start of the pre-canvassing period from seven o'clock A.M. on election day to 21 days prior to election day. The bill also requires county boards to provide at least 48 hours' public notice of any pre-canvass meeting and allows one authorized representative of each candidate and political party to observe the pre-canvass process, while prohibiting the disclosure of any pre-canvass results prior to the close of polls.
