This bill amends Title 16 (Counties) of the Pennsylvania Consolidated Statutes to create a new chapter on "Electronic Device Licenses." The key provisions are: 1. Dealers of electronic devices (individuals or entities that purchase or possess electronic devices from the public for resale) must obtain a license from the county sheriff, pay an annual fee up to $50, and retain records of all transactions for at least 180 days. 2. Dealers must hold electronic devices for 5 working days after reporting the purchase to the district attorney or local police department, and make the devices available for inspection by law enforcement during that period. 3. Dealers are prohibited from purchasing electronic devices from minors under 18 years old until 3 business days after taking possession. 4. The Attorney General is required to promulgate regulations to implement and operate this new chapter, which will not apply until those regulations are in place.
