This bill aims to further regulate Cape Cod's environment and water supply. It amends an existing law to require a full Environmental Impact Report under the Massachusetts Environmental Policy Act for any new or expanded activity within the Massachusetts Military Reservation that will result in the alteration of ten or more acres, including habitat destruction or clearcutting of forested land. The bill also requires the Commission to receive written recommendations from the Community Advisory Council, Science Advisory Council, Upper Cape Regional Water Supply Cooperative, and Cape Cod Commission before approving such activity, and to hold a public hearing in the affected towns if the proposed activity is deemed consistent with the environmental performance standards or if adjustments to those standards are warranted.
